Event.Ability.Cooldown.Begin

Signals that one or more abilities have gone on cooldown. If you want to know when abilities go on cooldown, then hook this event.

The event will give a table, containing ability IDs as keys, and remaining cooldown times as values.

If an ability was used that triggers the global cooldown, every action that functions on the global cooldown is given. You can check against the ability's actual cooldown to determine if it actually went on cooldown, or if it was triggered by the global cooldown.
